Rule changes 2014 & Free Kicks

    How many points will CD award a player who wins the ball via paper/rock/scissors? Hard to see how inside mids can avoid giving away a huge amount of free kicks on the face of point 2 below; <p style='color: #000000; background-color: #f8f8f5; margin-top: 10px; margin-bottom: 14px;]NEW RULES FOR SEASON 2014: <p style='color: #000000; background-color: #f8f8f5; margin-top: 10px; margin-bottom: 14px;]&amp;mdash; Players who choose to bump and make contact with the head/neck region will be cited for rough conduct regardless of whether the action is deemed accidental. <p style='color: #000000; background-color: #f8f8f5; margin-top: 10px; margin-bottom: 14px;]&amp;mdash; Any contact below the knees &amp;mdash; forceful or otherwise &amp;mdash; will result in a free kick against <p style='color: #000000; background-color: #f8f8f5; margin-top: 10px; margin-bottom: 14px;]&amp;mdash; Players who choose to lead with their head and get tackled &amp;mdash; without disposing of the ball legally &amp;mdash; will be penalised for having prior opportunity.
    Hopefully common sense will apply but this is not a commodity always known to walk hand in hand with the AFL. Is anyone able to shed light on the actual rule rather than the HS line pasted above, it has the potential to affect some players SC scores more than others.
