My concerns: What does this do to veto periods? Do we hold up drafts (or have tu "undo" picks) if enough people veto? What happens if there is an uneven trade (however it happens), and at the end of the draft one coach has 29 while another has 27 players? One has broken the hoarding rule, preventing someone else from picking up this player... I'm not completely against the idea, I just don't want to open the proverbial can of worms.
All valid concerns, however the fact remains that it's not a new idea; It's written into the rules. So it can either be stricken from the rules, which (happy to be corrected) I understand is never to be done in-season, or concerns like the above can be clarified and articulated immediately so it's more clear and potential problems can be avoided.
as @insider has mentioned, I am happy to stick with rules as it states ....... I remembering that there are no rule changes during the season? as it has not happened in 6 drafts it is very unlikely it will ever happen.

I think I'll be good. I'm in Europe for most of this trip so should be able to check in every now and then. May not actually take an MSD pick but if it does happen I'll send through some plans in case I can't get online at the right time
